Leppington Campus Development
The Leppington Campus is a purpose-built, co-educational school designed to provide high-quality education for students from Kindergarten to Year 12. Once fully completed, the campus will accommodate up to 1,000 students across both primary and secondary levels.
Stage 1 completed in May 2024, offers places for up to 300 primary school students. This stage features modern, state-of-the-art facilities, including 12 classrooms, a library, art and music rooms, staff areas, a small auditorium, multipurpose and pastoral care rooms, as well as dedicated play spaces. These facilities are designed to foster creativity, innovation, and academic excellence. Stage 1 was delivered for a cost of $29.5 million, with $7 million co-funded by the NSW Government through the Education Infrastructure Fund.
Stage 2 will provide additional capacity for 250 more students. It includes the construction of a primary school hall, 11 classrooms, a science laboratory, a bus bay, new footpaths, roadworks, and associated infrastructure. Additional features include a school oval, passive play areas, a community garden, and a playground available for use by the broader school community.
Amity College will receive $11.7 million through the NSW Government’s Western Sydney Infrastructure Grants Program. This program is part of a broader $2 billion investment delivering transformational infrastructure across Western Sydney.

DEVELOPMENT PROGRESS SUMMARY
Amity College is pleased to announce the plans to construct a new school located at the intersection of Byron Road and Pluto Road Leppington (near the Ingleburn Road intersection).The complex will be a coeducational school comprising a 3-stream primary school and a 3-stream secondary school with a maximum capacity of 1,000 students. This project has received development approval as a state significant development by the Department of Planning in July 2020.
Planning and Development :
- Master planning and designs works commenced 2018.
- Project received development consent on July 2020.
- DA modification consent for revised and accelerated staging with minor room configuration and faced change approved 30 July 2021.
- DA s4.55(1a) minor modification consent approved 27 January 2022 for: raised roof ridges, screening of rooftop plant, lift overrun and solar panels, additional external entry staircase to library and minor changes to the terraced courtyard layout
- DA modification consent was approved on 19 April 2024 for minor internal and external amendments to buildings and landscaping, plus bringing forward the primary hall from Stage 4, local road development from Stage 5 and bus bay development from Stage 3 into Stage 2 project.
Early Works Description:
Site remediation was completed between December 2020 and July 2021. Early works package was completed between August 2021 – November 2021.The early works tender package comprises the following:
■ Clearing of vegetation on the site.
■ Re-shaping the site, bulk earthworks.
■ Construction of sediment and erosion control devices and stormwater drainage measures.
■ Excavation work including Primary School basement car park area.
■ Creation of stockpiles and importation of approved fill to the site. Provision for construction parking and construction compound.
Stage 1 Works Description:
The revised Stage 1 of the School project involves accelerating Stages 1-4 of the following:■ Construction of a new Primary School building complex, fronting Pluto Avenue.
■ Construction of basement car park under the Primary School building.
■ Provide accommodation for up to 300 students in a new primary School building complex.
■ Provide 45 car parking spaces in a basement car park.
■ Provide 17 pick up/drop off area at the front of the new Primary School.
■ Provision of substantial areas dedicated to open space, landscaping, and school student play areas.
Stage 1 Progress :
- Stage 1 contract was signed with Builder, Lloyd Group in February 2022
- Builder has progressed with site establishment and set-out during Feb/Mar 2022
- Heavy rain has hampered project progress Mar/Apr
- Builder has completed basement concrete pour May 2022
- Builder has progressed with ground floor formwork and Dincel wall installation for Basement car park June 2022
- Completion of formwork for ground floor slab July 2022
- Completion of concrete floor for ground floor slab, commence formwork for first floor slab Aug 2022
- Continue forming of first floor, service roughing to deck, installation of precast panels, stormwater works Sep 2022
- Completion of concrete pour first floor, commencement of structural steel framing, commencement of OSD tank, completion of subgrade to driveway Oct 2022
- Continue Level 1 structural steel framing, formation of stairs and seating, continue OSD tank construction, commencement of Pluto Road works Nov 2022
- Continue Level 1 structural steel framing, stripping of formwork, continue service works to basement and ground floor, completion of OSD tank construction, continue civil works to drop-off area and Pluto Road works Dec 2022
- Completion of Level 1 structural steel works, continue service works to basement and ground floor, backfill temporary OSD, continue civil works to drop-off area and Pluto Road works and external stormwater works Jan 2023
- Lloyds Group, the builder, went into voluntary administration on 31 March 2023 with the administrator informing the school they cannot fullfil the building contract. The construction site was temporary closed for three months.
- Amity College appointed Grindley Interiors Pty Ltd as the builder under cost-plus construction management contract in June 2023. During June-July Grindley concentrated on subcontract procurement and mobilising trades to return to site.
- During August-September the construction has returned to full momentum with roof completed, commencement of cladding, roughing of electrical, mechanical haydraulic works and external hard landscaping in progress.
- During October the construction works included 90% completion of external Pluto Rd roadworks, 75% of external cladding, 75% installation of glazing, sewer connection, water mains connection and substation installation.
- November construction work has been comprehensive including: 100% completion of Pluto Road & student drop-off zone, 95% completion of external cladding and roofing, 95% installation of glazing, 100% completion of sewer and water mains connection, 50% completion external paving, 90% completion internal glazing, 90% completion of mechanical installation, 90% completion internal cladding and setting, 50% completion of flooring finishes and commencement of painting and fitout.
- December construction works, 95% completion of external cladding and roofing, 100% installation of glazing, 90% completion of external paving, 50% of soft landscaping, 100% completion of internal glazing, 90% completion of mechanical installation, 95% completion internal cladding and setting, 75% completion of flooring finishes, installation and connection of MSB and electricity meter and commencement of painting and fit-out.
- January 2024 construction works: 99% completion of external cladding and roofing, 100% installation of glazing, 100% completion of external paving, 85% of soft landscaping, 100% completion of internal glazing, 95% completion of mechanical installation, 99% completion internal cladding and setting, 90% completion of flooring finishes, and 85% painting and fit-out.
- February – March 2024 construction is 100% complete and builder attending to defects list.
- April 2024 Testing and commissioning of all services occurring and compiling of all compliance certificates to obtain occupation certificate (OC).
- May 2024 Project Completed, OC obtained 2 May 2024, and School opens operations on Monday 6 May 2024
Stage 2 Works Description:
The revised Stage 2 of the School project involves the construction of the following:■ New two storey educational facility consisting of 11 classrooms and 1 science Lab.
■ New multi-purpose hall.
■ New oval and green space, playground, and kitchen garden.
■ New bus bay, footpath and front landscaping.
■ New northern road and street parking.
Stage 2 Progress :
- Project Control Group established on 6 December 2023
- Architect firm, Gran Associates, appointed on 6 December 2023 and commenced Stage 2 designs
- DA modification application for minor internal and external amendments to buildings and landscaping, plus bringing forward the primary hall from Stage 4, local road development from Stage 5 and bus bay development from Stage 3 into Stage 2 project, applied for on 22 December 2023
- DA Modification 4 was approved on 19 April 2024 by the Department of Planning
- May 2024: Architect designs for Stage 2 is ready to distribute to other design consultants to prepare engineering drawings and specifications for tender
- May & June 2024: Design consultants, including PCA appointed
- Tender documents issued to prospective builders on 21 August 2024
- Tender procurement completed and Construction contract awarded to Reitsma Constructions, signed 23 December 2024.
- Builder to prepare site team and begin site mobilisation during Feb-Mar 2025
- Construction Certificate was determined on 14 Mar 2025
- Builder will commence earthworks and pile drilling on 1 Apr 2024
